THE "Social Network" for Real Estate Appraisers

I had received an email from a fairly good source that stated FHA appraisals Sec. 1404 will be revised and only Certified level appraisers will be able to conduct FHA appraisals. Anyone else hear that?

Yes I have. The mortgagee letter has not been sent out yet, but it appears from some good sources it will occur a year from now. So most have time to get their certification.

If you go look at the Appraisers Roster at hud.gov you will see that each Appraiser is now listed by their license level.

yes i heard the same thing. I also saw that Ann with Appraisal Today newletter fame put out a newsletter today stating they are expecting FHA to be certified only and appraisers will not be grandfathered in.

Yes, Arizona's change starts October 1, 2008. Check your individual board website

I spoke with someone awhile back who stated that the "certified" language that FHA utilized was for the general term of "licensed" or "grandfathered" and that this may get revisited since some states have little need for certified appraiser status with the low number of homes exceeding value limits.

This post on the web this morning and other site "confirm" no one will be "grandfathered" in, the states are different as to when it will be implemented and I called Santa Ana and they would only say there will be a notice sent out "soon".


This has been confirmed by Brad pack who works for HUD in the Santa Anna HOC;


"I attended a class Saturday given by FHA/HUD personnel from our Santa Ana office.
First Q brought up was about cerified appraisers only doing FHA appraisals.
The speaker under no uncertain terms said it is definately law. Said it was not HUDs doing, said they tried to fight it with lawyers but no go.
She said when your state's time comes up, the FHA roster will be wiped clean of ALL licensed appraisers and only Certified and General appraisers will be left on the roster. For example for the State of WAshington the deadline date is Nov 2008. For the State of Oregon, it is Sept 2009
She said anyone that is on the list WILL NOT be grandfathered in. If you are licensed you can say adios to FHA jobs til you get certified. I am glad I did that years ago.
Anyway, just thought some might be interested. Our class registrar said 71 people attended the class and out of those only 36 were certified."

The writing had been on the wall for upgrading to Certification level licensure for some time now. I see a lot of "rubber stamping" on FHA reports these days by appraisers of all licensing levels. I'm hoping that this is an attempt by HUD to weed out these folks that are afraid to note items causing a property not to meet MPRs as defined in the HUD manual (wouldn't want to kill a deal just because HUD requires them to do so now would they, it might mean no more work from the AMC that sent them the order). The sad part is that many licensed appraisers are more ethical and able to peform FHA work some certified appraisers that I've reviewed.

I attended a class last Thursday given by FHA/HUD personnel in San Antonio, Texas. They stated you must be state certified as indicated on the ASC web site.
