Instasllation of Regression +

I Need some help installing and running regression +. The instructions states that the software would not run unless you have Microsoft.NET Framework 2.0 or 3.0. I have 4.0. When I try to install the 3.0 from the disc, I get a message that reads " you must use turn windows features or on off in the control panel to install or configure Microsoft.NET Framework 3.0"

I have VISTA and Office 2007

I have opened the control panel but can not figure oput how to find and apply the instruction.
